Public lists aren't public

A list I made initially as private and then set to public is not actually viewable by people I send them to. As I understand, this problem happens sometimes and needs to be corrected manually, so here is the link to the list: https://imdb.com/list/ls599648808/

It seems that I still have the issue on that list. Sometimes it somehow opens up, other times it says it is a private list even though I have made the list public.
