Why are "exact match" keyword results displayed so far down the list of results?

I have posted about this before, and I will likely post again until the problem is fixed. Why does IMDb choose not to display "exact match" keyword results as the first result on the list? I can't imagine why IMDb would want to display the exact result that people are searching for so far down the list of results.
