Why aren't there Oscar Badges for all the years? Why does it stop at 2005?

You can get a Badge for rating specific (not sure who decided which) Oscar movies from 2023 back to 2005. https://www.imdb.com/badge/ Why does it stop at 2005? How can we get badges for the years before 2005? Do we need to provide lists? I can do that if that all that's needed. What else would need to be done?
