Why is this movie not in the top 250 movies?

Why is The Man Who Shot Liberty Valance by John Ford, with 87,000 votes and a score of 8.1, not on the list of the top 250 movies, but for example Tokyo Story is ranked 216th with only 76,000 votes??!! https://www.imdb.com/title/tt0046438/?ref_=chttp_t_216 Or Sherlock Jr. is ranked 206th with only 64,000 votes!! https://www.imdb.com/title/tt0015324/?ref_=chttp_t_206 Isn't this unfair?!

The film Red from the Color Trilogy by the great director Kieslowski failed to make it to the top 250 with a score of 8.1 out of 115,000 votes, while other films with fewer votes made it to the top 250? For example, Sherlock Jr. made it to the top 250 with only 64,000 votes and a running time of 45 minutes!! On the other hand, Indian films with high votes and exaggerated scores made it to the top 250, but really good films like Red didn’t make it. This is a great injustice. The answer to your questions is covered in the Ratings FAQ at https://help.imdb.com/article/imdb/track-movies-tv/ratings-faq/G67Y87TFYYP6TWAV specifically the question: “According to the rating, a title should be included in the Top 250 Movies/Top 250 TV Shows. Why isn't it included?” which is towards the end of the FAQ. Hope this helps.

I saw the link you sent. Unfortunately, there wasn't more of a general explanation. The validity of the top 250 films is questioned when Indian films are on the list but Kieslowski's Red and John Ford's The Man Who Shot Liberty Valance are not on the list.
