Why is this movie not in the top 250 movies?

The film Red from the Color Trilogy by the great director Kieslowski failed to make it to the top 250 with a score of 8.1 out of 115,000 votes, while other films with fewer votes made it to the top 250? For example, Sherlock Jr. made it to the top 250 with only 64,000 votes and a running time of 45 minutes!! On the other hand, Indian films with high votes and exaggerated scores made it to the top 250, but really good films like Red didn’t make it. This is a great injustice.
