Primary photo of an actor I admire

Hello. I have a question. Sorry my poor english. I am spanish. I have an imdbpro account. I want to add a primary photo for an actor i admire (not related with me, not family, not representative, not manager...) because the actor have not photo. Can i do it??? When you see "claim your page" appears for yourself or if you are a manager? Not possible for a fan/admirer?? Thank you.
