Possible bug: Watchlist set to Public appears Private

My Watchlist is set to “Public” in the account settings, but when I check it from another account or while logged out, it still appears as “Private”. I’ve tried refreshing the settings, logging out and back in, and waiting for changes to apply, but the issue persists. This seems like a possible bug.
