Incorrect box office listed -- not our movie

How is a title being made up by the contributor not a reason for deletion?

Hi, I have noticed that almost 90% of the 2-star ratings for To Be Hero X came from Saudi Arabia (https://m.imdb.com/title/tt23139038/ratings/?ref_=tt_ov_rat). I think this is the work of someone from that country using bots to review-bomb it.
